To install the Windows 2008 Server Administrator Tools, you will need to have at least a Vista running OS.

Windows 7 – http://www.microsoft.com/downloads/details.aspx?FamilyID=7d2f6ad7-656b-4313-a005-4e344e43997d&displaylang=en

Windows 2008 Server – You will need to enable the Remote Server Administrator Tools under the ‘Features’ option on the Server Manager windows.

Option:  If you have an Exchange 2007 environment, you can also install the Exchange Administrator tools too.
